Our history

Independent Firm of Studies-Audit, Taxation, Organization, Evaluation of projects of the Anglo-Saxon school COOPERS AND LYBRAND, created on April 15, 1991 following order No. 0271/D.46/91 of the High Court of Kinshasa / Gombe, approved by the High Portfolio Council No. P/04/MI/01072/96.

Since its creation, COARES has accumulated 31 years of professional experience in IT, legal, organizational, accounting, financial, environmental, technical and technological auditing. Especially in the context of Public Administration reform for the modernization of ministries and institutions, the innovation of public establishments and services since 2003, 2005, 2009, 2012, 2015, 2019, 2022, 2023 to date. He is also a member of the Conseil Supérieur du Portefeuille, the Fédération des Entreprises du Congo (FEC) and the Fédération Nationale de Petite et Moyenne Entreprise du Congo (FENAPEC).

In 1998, it received work order No. CDI/007/98 of January 16, 1998 from the Ministry of Finance and Budget, in which the Secretary General for the Budget asked it to audit the dispute between the State/RENAPI and AGETRAF. COARES had discovered the theft of several million dollars' worth of goods, confirmed by the Government's Adjudication Council on April 05, 2000.

Immediately afterwards, the Presidency of the Republic asked COARES to audit the “HRS” oil litigation, Société Zaïre Mobil, Shell, FINA Zaïre, Zaïre SEP and Petro Zaïre. And it uncovered several thousand dollars on behalf of the Congolese state.
